經濟學者。1978年中國文化大學經濟系畢業，1989年獲美國加州大學聖地牙哥分校（University of California San Diego）經濟博士學位，專長為經濟計量理論與實證。先後擔任美國伊利諾大學香檳分校（University of Illinois Urbana-Champaign）助理教授和長聘副教授、臺灣大學經濟系正教授、中央研究院經濟研究所特聘研究員兼所長、臺灣大學「臺大講座」教授與財務金融系特聘教授，曾獲國科會傑出研究獎，傑出人才發展基金會傑出人才講座，教育部學術獎，教育部國家講座，並於2002年獲選為中央研究院院士。2012年出任行政院政務委員，次年兼任經濟建設委員會主任委員，隨後成為改制後的國家發展委員會第一任主任委員。2018年當選為臺灣大學校長，一年後就任，2023年初任滿卸任。現為臺灣大學「臺大講座」教授。
